Proposed Dog Management Plan 2017

Dog Exercise Areas

Council has received many calls and letters from members of the public suggesting that Council reviews the restricted times and dates for the exercising of Dogs on Beaches to come in line with other neighbouring Councils.
Sharing uniformed times and dates on restricted areas with other Councils assists in the compliance of these restrictions.
Council’s animal management officers have concluded that during the month of March the number of people on the beaches is considerably less than the three previous months through summer.
Generally, through the summer families have left the beach well before 7pm leaving a void of 2 to 3 hours where the beach becomes less populated.
Marion Bay Beach Private nature reserve.
The majority of Marion Bay Beach is a private nature reserve which is managed by the Parks & Wildlife Service.
Summary of current restrictions.
Currently restrictions on beaches (excluding Carlton Beach) for walking dogs start from the 1st December through to the 31st March, where Dogs are not permitted on the beach between the hours from 10am to 7pm.
Restrictions for Carlton Beach are from the 1st December to the 31st March, where Dogs are prohibited from both ends of Carlton Beach, however dogs are permitted in the middle of the beach (approx. 1.4 km) between the orange marker poles at any time of the day.
Marion Bay Beach currently has a dog exercise area on a small section of the beach where dogs are allowed off lead and kept under effective control.

Summary of proposed changes.
Restricted Beaches (excluding Red Ochre) that are currently restricted from 1st December to the 31st March between the hours of 10am and 7pm be changed to 1st December to the 1st March and the hours changed to 10am to 6pm.
The dates for restrictions on Carlton Beach be changed to 1st December to the 1st March, in the attempt to keep all restrictions uniform.
Red Ochre Beach be divided in two sections using the rock outcrop as the divider.
The northern end, (Blue Lagoon which is a popular swimming beach for children) a restricted area, where dogs will not be permitted from 1st December to 1st March.

The southern end can be declared a dog exercise area.
Council will remove its involvement with the Dog exercise area on Marion Bay Beach and Parks and Wildlife will enforce that area.
